  论文摘要:As part of its efforts to improve air quality in the run-up to the 2008 Olympics, the Beijing government instituted driving restrictions based on license plate numbers. Although less stringent post-Olympics, these restrictions remain in place. Using daily pollution data from multiple monitoring stations, we find a measurable decrease in air pollution from these restrictions. Our evidence relies on both time-series and spatial variation, making alternative explanations unlikely. While we do not have direct measures of traffic flows, we find measurable increases in television viewing during restricted hours and evidence of compliance with the restrictions based on parking data. Television viewership patterns of employed workers relative to that of the non-employed suggest economic activity is dampened or shifted toward the home. We offer some possible reasons why Beijing’s restrictions have been effective (at least in the short-run) in contrast to previous studies of experiences in other world cities.
