Abstract: The availability of scientific personnel is important to firm innovation and their short-run supply is likely to be inelastic. During China’s massive college enrollment expansion since 1999, colleges have hired a larger proportion of scientific personnel than before, thereby making them less available to industries, which can adversely affect firm innovation. Using the data on manufacturing firms in China, we provide evidence of this hypothesis by finding that the increase in the number of college teachersresulted in lower innovation propensities among manufacturing firms. We further confirm the scientific personnel reallocation channel of this negative effect by finding that, in areas where college expansion was more intensive, high-educatedindividuals (college degree or above) were less likely to choose industrial jobs. In addition, in these areas, the wage premium of professional (research-related) jobs was higher among high-educated workers. We also find that the effect of college expansion on the number of patents at the city level was also negative. Moreover, the negative effects of college expansion on firm innovation and city-level patenting can last for several years.
