The Aim of the Forum:

Since ancient times, the economic relations of China with Central Asia were particularly important and favorable. Central Asia was also important as a transit and business intermediary between China and Europe. The historical Silk Road connected China to Centra Asia, Russia and up to Western Europe. This provided favorable conditions, including political stability and security, for economic and cultural exchanges and cooperation between China, Central Asia, Russia and Western Europe. The modern Silk Road that the Chinese government launched in 2014 pursued the ambitious objective to upgrade cooperation in the Euro-Asiatic region and support development and stability.

Following the COVID-19 pandemic and the ongoing Russia-Ukraine conflict, various countries have adopted a more restrained approach to international cooperation. Production, supply and consumption have been challenged, and the global industrial and supply chains have found it difficult to coordinate and cooperate effectively. Prices of energy and raw materials have dramatically increased, causing a surge of inflation to downstream production and supply. These events further aggravated the downward pressure on global production, trade and investment. Moreover, the Western goal of shortening and re-localizing supply chains have greatly impacted China's manufacturing export clusters, making it difficult to uphold the economic growth momentum in Central Asia and Russia.

 

 

The Rationale of the Forum:

Zhejiang University holds this conference by taking advantage of the China-Central Asia Summit and based on the advanced and powerful industrial clusters in Zhejiang as important windows of China's reform and opening up and demonstration of the superiority of China’s socialist system. The rationale of the Forum is to help Zhejiang's advanced industrial clusters in expanding the Belt and Road Initiative, enlarge the market and promote the cooperation of Zhejiang's industrial clusters in Central Asia and Russia. The Forum aims also to highlight Zhejiang’s potential in serving the Chinese strategy to open up new paths and space for China’s participation in globalization. For this reason a particular attention will be placed on Centra Asia, its situation and development perspectives.

 

The Participants and Issues of the Forum:

Renowned scholars from different countries and regions will be invited to attend the conference and discuss the economic, social and cultural situation and perspectives of Central Asia, as well as the basis and prospect of industrialization in Central Asia and Russia. The Forum’s issues include:

· The cooperation feasibility and opportunities of Chinese industrial clusters in Central Asia and Russia;

· The performance of China's overseas industrial clusters and parks;

· Market prospects of industrial cluster cooperation between China, Central Asia and Russia;

· Security guarantee for industrial clusters and parks in China, Central Asia and Russia;

· Forms and strategies of cooperation among Chinese, Central Asian and Russian industrial clusters to promote global supply chain stability and security;

· A stone from other mountains: the experience and inspiration of the successful development of advanced industrial clusters in the developed countries of Europe and America;

· Analyses, discussions and ideas in China, Central Asia and Russia on identifying industrial cluster cooperation paths and cluster development strategies;

· The European Union, the EU Strategy for Cooperation in the Indo-Pacific and the relations with China, Central Asia and Russia.

· Cooperation of Chinese-Central Asian and Russian industrial clusters to maintain global supply chain stability and security;

· Sources of experience and inspiration: examples and achievements of advanced industrial clusters in the developed countries of Europe and America;

· Identification and selection of the cluster development strategy through the cooperation of China, Central Asia and Russia
